A very average, middle-of-the-road episode for me. The story's two main points are Boomer's fear that she might be involved in the theft of some explosives and the water crisis because of her sleeper agent machinations. Neither plot is sufficiently well-executed and the episode feels off-balance and just off in general.
In my opinion, 1 of only 4 Season 1 episodes that aren't great.
